Sorry man, that's not what "masking" means, and please don't confuse "clear line" for lack of linework.

MASKING
Masking is using muted colors for the background to make the characters stand out. The examples you show from Futurama and The Simpsons show a complete LACK OF MASKING where the characters are swallowed up in the background because it's too detailed and their color pallet isn't distinct.

CLEAR LINE
While clear line does do away with cross-hatching and similar techniques, and even goes as far as having a unified thin line, not all drawings that lack cross-hatching and have a thin line are clear line. The key aspect of clear line is STRONG LINES, where each line is drawn with care and meaning. Again the examples you post show murky, weak lines.

Finally, your final example from Tintin (not "Tin Tin", mind you) does not show any masking of the background.

Hatching is drawing thin lines in a pattern (either in rows or crisscrossed) to generate value, shading, and volume.
